FCC Auction - MTA Broadband PCS Licenses Instruction on the Internet and BBS Round results and auction announcements for the MTA Broadband PCS auction will be available over the Internet and an FCC Bulletin Board System ( BBS ). The files presented on the FCC.GOV ftp Internet server and BBS contain information on the round by round bids of the FCC Auction of the MTA Broadband PCS Licenses. Please note the following conventions and the type of files that are uploaded to these systems. -=== File Formats ===- For each round, four dBase-compatible database files will be uploaded with the following naming convention: 4_xxxS.DBF 4_xxxW.DBF 4_xxxM.DBF 4_xxxE.DBF where xxx represents the round numbers. The 4_xxxS.DBF file contains all bid submissions for a particular round. The 4_xxxW.DBF file contains all bid withdrawals for a particular round. The 4_xxxM.DBF file contains bid increments for the next round. Finally, the 4_xxxE.DBF file contains the maximum eligibility and remaining number of waivers. In addition, the database files contain the current high bids for each market. For those that cannot use the dBase-compatible database files, we will also upload the ASCII text version of these files with the following naming convention: 4_xxxS.TXT 4_xxxW.TXT 4_xxxM.TXT 4_xxxE.TXT 4_xxxH.TXT where xxx represents the round numbers. The 4_xxxS.TXT file contains all bid submissions for a particular round. The 4_xxxW.TXT file contains all bid withdrawals. The 4_xxxM.TXT file contains bid increments for the next round. The 4_xxxE.DBF file contains the maximum eligibility and remaining number of waivers. Finally, the 4_xxxH.TXT contains the current high bids for each market. In addition to these files, an auction4.msg file will be updated with periodic auction announcements. -=== Where to connect ===- On the Internet, you can connect anonymous ftp at FCC.GOV. You should login using the account name anonymous and use your Internet email address as the password. The files can be found in the following dir: /pub/PCS_Auctions/Broadband/MTA. Be sure to set to binary when you are downloading the .DBF files. To connect to the FCC Auctions BBS dial 202-682-5851 (set your modem to 8 databits, no parity and 1 stop). To download the database files, you will need a communications program that can handle at least xmodem protocol. -=== Detailed Internet Instructions ===- In order to access the FCC ftp server, you will need to have access to the Internet and an ftp client software. The following are instructions for the command line version of ftp. Graphical ftp interfaces may slightly differ; please check with your local computer specialist. 1 Connect to the FCC ftp server, usually ftp fcc.gov 2 At the user name prompt, type anonymous 3 At the password prompt, type your Internet email id 4 Type binary so you can download .DBF files 5 Change your current directory to the MTA directory by typing: cd /pub/PCS_Auctions/Broadband/MTA 6 Use get to download files from the FCC ftp server. For example, to get all bid submissions for round 10 in .DBF format type: get 4_010S.DBF 7 To exit, type bye -=== Detailed BBS Instructions ===- Accessing the Broadband MTA Results using the FCC Auctions BBS In order to access the FCC Auctions BBS, you will need a PC with a modem and a communications package like pcAnyWhere, Telix, Procomm, etc... Use the communications package to dial in to (202) 682-5851. Use the settings of 8 data bits, no parity and 1 stop bit (8,N,1). For new users follow steps 1-6 otherwise go to step 7: 1 Type New, then [Enter]. If the word ANSI is blinking, type Y for Yes. If the word ANSI is not blinking, type N for No 2 Type in your first and last name and press [Enter]. This will be your login name 3 Type in your Telephone number and press [Enter] 4 Type in your Fax number and press [Enter] 5 Type in what you want your password to be and press [Enter] 6 Retype the password for verification and press [Enter] Once the account is generated: 7 Type B for Broadband Auction Results and press [Enter] 8 Type M for MTA Auction Round results and press [Enter] 9 Type the letter representing the files that are to be downloaded and press [Enter]. Type an E for the Entire List, S for All Submissions, H for High Bids, W for Withdrawn bids, M for Minimum Bid Increments, A for Auction Announcements, or B for Bidder Profile and press [Enter] 10 Move the cursor to the file, type [Control]-D (hold the Ctrl key down and press the D key) for Download and press [Enter] 11 Type the letter representing the transfer protocol you want to use and press [Enter]. How the file is downloaded and where it gets downloaded depends on the package being used 12 When file is done being downloaded, press R for Redraw and press [Enter] 13 Repeat steps 11 through 13 to download another file, or press X and [Enter] to Exit the screen To Exit: 14 Type X to Exit and press [Enter] and continue to do so until asked if you want to Exit the BBS.
