COMMISSION ANNOUNCES AVAILABILITY OF AUCTION TRACKING SOFTWARE
	                                                                                                      
A software tool for tracking the progress of the Federal Communications 
Commission's PCS C-Block auction will be made available to the public at 
approximately 6:00 p.m EST, on January 23, 1996.  The software will be 
available via the Internet and the FCC Auctions Bulletin Board System.  
Software tools for tracking the Federal Communications Commission's MDS 
auction will be released at approximately 6:00 p.m. EST, on January 24, 
1996.  The tracking tool for the SMR 900 MHz auction will be released at 
approximately 6:00 p.m. EST, on January 25, 1996.  Attachments A, B, and 
C to this Public Notice provide detailed instructions concerning access 
of this software via the Internet (Attachment A) and Auctions BBS 
(Attachments B and C). 
                                                                                                                         
The tracking tools are Microsoft _ ExcelÔ v5.0 WorkBooks, which run on 
Microsoft WindowsÔ v3.1 and Windows  for WorkGroupsÔ v3.11.  With
these auction tracking tools, bidders can import round results and 
analyze the bidding in the C-Block, MDS and SMR auctions.  The 
"Markets" and "Bidders" worksheets are the central features of the 
tools.  The "Markets" worksheet presents bidding activity for every 
license in the auction.  It includes data such as the standing high 
bid and bidder, number of bids placed, and price per POP (the high 
bid in a market divided by the population of the market).   The 
"Bidders" worksheet presents data on all bidders participating in the 
auction, including information on the dollar value of a bidder's 
standing high bids, number of new bids placed during the round, and 
number of standing high bids.  Users can sort these worksheets by a 
variety of data elements.  The tools also include a "Summary" 
worksheet which presents vital statistics on the auction and a 
"Rounds" worksheet which lists summary statistics for every round of 
the auction. These tools should be of particular use to small bidders 
and other persons tracking the auctions who cannot afford customized 
tracking software.  

DISCLAIMER. The Commission makes no warranty whatsoever with respect 
to the auctions tracking software packages.  In no event shall the 
Commission, or any of its officers, employees, or agents, be liable 
for any damages whatsoever (including, but not limited to, loss of 
business profits, business interruption, loss of business information, 
or any other loss) arising out of or relating to the existence, 
furnishing, functioning or use of the auctions tracking software 
packages that are available to the public in connection with the PCS 
C-block, MDS, or SMR auctions.  Moreover, no obligation or liability 
will arise out of the Commission's technical, programming or other 
advice or service provided in connection with the auctions tracking 
software packages.

USER REQUIREMENTS. This software is not designed for novice computer 
users. To be used effectively, you must have extensive experience with:
* Microsoft Windows
* Microsoft Excel v5.0
* the FCC simultaneous multiple-round auction format

SOFTWARE and HARDWARE REQUIREMENTS. At a minimum, you will need 
the following:
* Microsoft Windows v3.1 or later
* Microsoft Excel v5 or later
* a computer able to run the above software
* 8MB of available hard disk space
* 16MB of RAM and a PentiumÔ based processor are highly recommended

Software for tracking the PCS C-Block Auction

readme5.wp This file contains information on how to install the auction tracking software. It is formatted for use in WordPerfect or other word processing applications capable of importing WordPerfect files. PLEASE READ THIS FILE BEFORE INSTALLING THE TRACKING SOFTWARE!!! readme5.txt This file is identical to readme5.wp with the exception that it is formatted as a text file. setupbta.exe This is a self extracting file which contains the installation routine. Instructions for performing the setup are included in the readme5 file. btatrack.zip This archive contains the tracking software, including auction round results data, directory structure, and a Microsoft Excel workbook. Files in this archive are automatically unzipped and copied to the appropriate directories during the installation routine.

IMPORTANT!!

The tracking software contains auction results data through Round 9 of the auction. Users can easily update the software by following the instructions in the "readme5" file for importing round results. The software allows users to specify a range of rounds to import. So, for example, users can update the software to include round results through the end of Round 183 by specifying "9-183" as the range of rounds they would like to import. The time to import a single round varies from one to four minutes depending upon the speed of the computer using the software. Round results files for all rounds of the auction are contained in the following three archive files. The files can be downloaded by clicking on the following links: Rounds 1 through 60 5_1-60.zip Rounds 61 through 120 5_61-120.zip Rounds 121 through 183 5_121-83.zip Save the archive file(s) to the temp directory of the tracking software. Unzip the file(s) using a zip utility such as PKunzip. Next, double click on the file "file.bat", also located in the temp directory. This will move the files to the appropriate directories. The files are now ready to be imported into the tracking software. Launch Excel 5.0 and open the file btatrack.xls. You will find this file in the directory c:\FCC\Broad\BTA. Under the menu heading "Auction5", select "Import". The software will ask which rounds you would like to analyze. Enter "10-183". This will take a minimum of 3 hours to complete so you may want perform this import at the end of the day and let your computer complete the task overnight. The software is now completely installed and you can perform analysis on any single round of the auction.

IMPORTANT!!

Users can easily update the software by following the instructions in the "readme6" file for importing round results. The software allows users to specify a range of rounds to import. So, for example, users can update the software to include round results through the end of Round 104 by specifying "52-104" as the range of rounds they would like to import. The time to import a single round varies from one to four minutes depending upon the speed of the computer using the software. Round results files for rounds 51 through the most current round can be downloaded in the form of a single zip file by clicking on the following link: 6archive.exe Save the archive file to the temp directory of the tracking software. From File Manager, double click on the 6archive.exe file. This will unzip the file. Lastly, double click on file.bat, also located in the temp directory. This will move the files to the appropriate directories. The files are now ready to be imported into the tracking software.

Software for tracking the Specialized Mobile Radio Services (SMR) Auction
